Yerington, Nev. – The Lyon County Board of County Commissioners (BOCC) met on Thursday, July 16, 2026, to hear presentations, conduct public hearings, and take action on several significant development and policy items. Highlights from the meeting include:

2026 Service Awards

Human Resources Director Ben Evans recognized and presented awards to employees who have reached significant service milestones with Lyon County. Lyon County proudly recognizes employees celebrating 5, 10, 20, and 25 years of service. These milestones reflect years of dedication, hard work, and commitment to serving our community. We are grateful for the experience, professionalism, and positive impact each of these employees brings to Lyon County every day.

Planning Items

The Board approved a Memorandum of Understanding (MOU), between Lyon County and the Central Lyon Fire Protection District to formalize a coordinated approach for building plan reviews, fees, inspections, and permit issuance. This agreement helps ensure that development projects requiring both county building and fire department review are handled efficiently and that the review process is consistent between both agencies. Applicants will continue submitting building applications to both the Lyon County Building Department and the Central Lyon Fire Protection District, allowing both agencies to complete their required reviews and ensure projects meet applicable safety standards.

 The Board and Community Development Director Gavin Henderson discussed potential revisions to Lyon County Development Code Title 15.320.03, which governs the Heavy Industrial Zoning District. A key focus was the possibility of allowing secondary trade and technical education facilities to help expand local workforce training opportunities to better support the County's long-term economic and workforce development goals. Following the discussion, Commissioners directed staff to draft amendments to Title 15 that would allow these facilities in the Heavy Industrial Zoning District through the Conditional Use Permit process. The Board will consider the proposed changes at a future meeting.

Other Board Actions

Technology and Public Safety Investments – Commissioners adopted a new five-year Telephone Surcharge Master Plan, which provides a strategic framework for utilizing the 911 Surcharge Fund to maintain and enhance the County's emergency communications system to ensure reliable 911 services for residents and first responders.

The Board also approved a two-year agreement with ThreatLocker, effective July 31, 2026, to provide advanced network security software for County information systems. The contract, valued at $31,651.87 annually, will enhance cybersecurity protections by helping safeguard County networks and critical digital infrastructure from evolving cyber threats.

Facilities – Approved a budget transfer of $3,000 from the General Fund contingency to help pay for removal of 17 trees at Hillcrest Cemetery.

Human Resources – The Board approved an administrative correction to include the Emergency Management & Government Affairs Director position in the County’s previously approved Management Pay Plan for Fiscal Years 2027 and 2028, effective July 1, 2026. This existing position was inadvertently omitted due to a clerical error during the original approval process.

Human Services – The Board accepted a $268,287 grant award from the Nevada Department of Health and Human Services for Fiscal Year 2027 Rapid Response and Stabilization Services. The funding will support families at risk by providing assistance with emergency needs, transportation, child care, parenting education, behavioral health services, and case management to help strengthen families and promote stability.

Juvenile Probation – The Board approved an agreement with Douglas County to provide temporary juvenile detention services for Lyon County youth when space is available. This agreement provides an additional option for detention bed space at a rate of $300 per day through June 30, 2027. Lyon County does not operate its own juvenile detention facility and currently contracts for detention services through Churchill County. This contract will allow for overflow beds space when Churchill County is at capacity.
