LCSO Continues Zero-Tolerance Enforcement of Sex Offender Registrations Requirements

Lyon County, Nevada – The Lyon County Sheriff’s Office continues zero-tolerance enforcement policy regarding violations of Nevada’s sex offender registration requirements. On Sept. 29, 2026, three additional registered sex offenders were arrested in separate incidents across Lyon County after deputies determined they were not in compliance with their registration requirements.

WESTERN COMMAND – DAYTON

On Sept. 29, Western Command deputies contacted Jeffery Gunderson in Dayton regarding his sex offender registration status.

During the contact, deputies reviewed Gunderson’s registration status and determined that he had failed to update required registration information within the timeframe required by Nevada law.

Gunderson was arrested for violation of NRS 179D.550, Prohibited Acts Relating to Sex Offender Registration, and transported to the Lyon County Jail.

NORTHERN COMMAND – FERNLEY

Also on Sept. 29, Northern Command deputies contacted Keith Duane Carr, 60, in Fernley regarding his sex offender registration status.

During the contact, deputies determined Carr was out of compliance after failing to complete a required registration verification.

Carr was arrested for violation of NRS 179D.550 and transported to the Lyon County Jail.

CENTRAL COMMAND – SILVER SPRINGS

Later that same day, a Central Command deputy conducted a traffic stop in Silver Springs after observing a vehicle being driven recklessly through a residential area.

During the investigation, the deputy identified the driver as Steven Tyler Dowell, 34, and learned that Dowell was a registered sex offender. A review of his registration information revealed that Dowell had failed to update required information and was out of compliance with his sex offender registration requirements.

Dowell was arrested for violation of NRS 179D.550 and transported to the Lyon County Jail. Dowell was also booked on charges of reckless driving and driving without a valid driver’s license.

ZERO-TOLERANCE ENFORCEMENT CONTINUES

On July 15, 2026, Sheriff Brad Pope directed the Lyon County Sheriff’s Office to adopt a zero-tolerance policy regarding violations of Nevada’s sex offender registration laws.

Registered sex offenders are responsible for knowing and complying with their registration requirements. The Lyon County Sheriff’s Office will continue to investigate violations and take enforcement action when offenders are found to be out of compliance.

These three arrests occurred in each of the Sheriff’s Office’s Western, Northern, and Central Commands and resulted from separate circumstances. They demonstrate that sex offender registration compliance is being enforced throughout Lyon County, whether a violation is identified through direct contact, follow-up by deputies, or during an unrelated law enforcement contact.

The Lyon County Sheriff’s Office Sex Offender Task Force and patrol personnel will continue working together to ensure registered sex offenders remain in compliance with the requirements of NRS Chapter 179D.
