Lyon County Board of County Commissioners Meeting Summary ― Oct. 1, 2026
Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, Oct. 1, to hear presentations, conduct public hearings, and take action on several significant action items. Highlights from the meeting include:
Awards and Recognition
Lyon County Sheriff Brad Pope presented Deputy Wheeler with the Life Saving Award in recognition of his quick response and lifesaving actions. On Sept. 3, 2026, Deputy Wheeler intervened after observing an inmate attempting suicide inside a jail cell. He immediately entered the cell and removed the sheet from the inmate’s neck, preventing the attempt from being completed. The inmate was subsequently evaluated by medical staff and received psychiatric care. Deputy Wheeler’s quick actions and decisive response prevented the loss of life. The board thanked Deputy Wheeler for his courage, quick thinking, and dedication to protecting the lives of those in his care.
Water Rights Application Recommendation
The Board approved forwarding a recommendation of approval to the State Engineer pursuant to NRS 533.363 in regards to application 95277T filed by Carol Tibbals, to change the manner of use and place of use of a portion of existing Permit 13879, Certificate 5074 for the temporary use of approximately 26 acre feet for dust control and construction activities in Mineral County. The recommendation is not binding and will ultimately be decided by the State Engineer pursuant to NRS 533.363.
Rural Health Transformation Grant
Lyon County Emergency Management & Government Affairs Director Taylor Allison presented three subaward agreements for fire protection districts in Lyon County to complete components of the $4.29M Rural Health Transformation Program grant award which was approved by the Board during the Sept. 17, 2026 meeting. The following subaward agreements were approved unanimously:
· Mason Valley Fire Protection District: $420,000 to support the purchase of an ambulance and EMT/paramedic personnel.
· North Lyon County Fire Protection District: $330,000 to support the purchase of an ambulance.
· Smith Valley Fire Protection District: $506,350 to support the purchase of an ambulance and EMT/paramedic personnel.
In addition, a contract was approved between Lyon County and Public Consulting Group, in an amount not to exceed $296,471, for services funded through the Rural Health Transformation Program to assess EMS and Human Services billing practices and identify opportunities to maximize billing revenue.
Other Board Actions
· Sentinel Builders LLC – Accepted the bid from Sentinel Builders, LLC in the amount of $699,888, and approve up to a 5% contingency for any unforeseen issues on the project and authorized the County Manger to sign all necessary documents for the Lyon County Courthouse Site Improvements Project that will enlarge the secured parking area. This will be funded from the Public Safety Sales Tax Fund.
· Zoning Map Amendment – Approved the request from Nancy and Ruben Gonzalez for a Zoning Map Amendment to change the zoning from the Title 10 district of Fifth Rural Residential District, 20- acre minimum (RR-5) to the Title 15 district of Rural Residential, 1 acre minimum (RR1), on a 3.95-acre parcel in Mason Valley located at 30 Farrell Lane.
· Multifamily Development Ordinance – Commissioner Hendrix proposed an ordinance that would update the Lyon County Code to comply with Nevada Assembly Bill 241. The proposed changes would allow certain multifamily or mixed-use residential developments on commercially zoned properties and require all new multifamily developments to be served by public water and sewer. Developers would be responsible for applicable utility connection, capacity, and infrastructure costs.
· Advisory Board – Acknowledged the resignation of Lucy Cooke from the Central Lyon County Park & Recreation Board.
· 84th Session of the Nevada Legislature – Approved the adoption of the 2026-2027 Legislative Principles for the 84th Session of the Nevada Legislature.
· Letter of Support – Approved a letter of support on behalf of the Board of Commissioners for Storey County for the correction of the current zip code boundaries within Storey County that more accurately correspond with Storey County's geographic boundaries.
